A smaller nozzle will help with finer detail. Remember that it's difficult to print anything smaller than your nozzle diameter. If you have a lot of fine details, a 0.25mm nozzle might help (within reason). Anything printed with an FFF printer is going to look horrible blown up 400% or more in a picture, but you can get decent results with small prints for viewing at arm's length.

Possibly, although the circular openings tend to be a bit misshapen printed like that. Definitely experiment. Adhesion may also be a challenge as the parts get smaller. Definitely give your PEI a good clean before printing small things.
