Can't solve what appears to be under-extrusion

I've been printing PETG for quite some time, with considerable reliable success... Until something happened, and I have no idea what. This is a fairly new roll of PETG (maybe 2 weeks). The bottom is OK-ish, but as the print goes on, it seems to get more and more under-extruded. The top surface is, frankly, garbage.

I had an old nozzle that was pretty dirty. Replaced it. Checked the PTFE tube in the hot-end, looks reasonable. Tightened belts. Increased extruder tension. Re-seated heat break/nozzle/PTFE tube in case there was some kind of clogging going on there (no scorched bits that I could find inside.

Photo is with Prusa generic PETG settings. I get a little better by increasing temp and flow factor, but doesn't really resolve. What the heck am I missing here? Thank you for your time!

Switched over to PLA, so that I could dry out my PETG. Similar problems. I ended up taking apart the nozzle/heater/heat break/tube assembly. Looks like there was a partial clog on the inside of that. The last couple of PLA prints have been VASTLY improved over the ones previous. I had to re-use the heat break (didn't have a spare), and I had to adjust the bed sensor, but that all seemed to go fairly well. I did see one odd behavior when resetting the sensor: After bed calibration, and going into first layer calibration, the printer drove the print head all the way in to the build plate, which I have never seen before (or since). Only minor damage to the far corner of an old build plate, so no biggie.

That may be a version clash.  Update both firmware and slicer.
