Can't adjust hole diameter in simple cylinder

Hi, have a small cylinder that measures 23/32" Tall, with an outer diameter of 18.55 mm or a radius of 3/8", and an inner diameter of 8.32 mm or a radius of 5/32".  It's just a hair tight on the bolt going through it, so I changed the inner radius to 11/32", and it get's way too big.  I'm guessing that something is going on with the inner layers or something that is overriding what I need the center hole to be.  The bolt is 5/16".

Anyway, don't make fun of my math.  I can figure all that out, but the point is, If I set a radius of something, I can't seem to adjust it properly.

Hi Allen, 
a 3d Printer prints circles with straight lines. so the internal diameter is often a little smaller than expected. 

the printer works in milimeters  and parts of millimeters which allows finer adjustments than imperial fractions. 

if you can adopt the metric measurements, you may find it easier to make small adjustments

As Joan said, that's most likely the result of the tesselation that leads to slightly incorrect curvature. Based on the use case you may may want to make the hole slightly smaller and drill it out, or add some clearance for a looser fit.
