Dear All,
The Open PrintTag Website can not be reached from the Austrian Provider A1, which is the biggest player in Austria
Had anybody experienced tha same ?

It may be an issue with the provider. Here in the eastern USA I'm able to access both https://openprinttag.org/ and https://specs.openprinttag.org/ as well as the repository at https://github.com/prusa3d/OpenPrintTag without issue (you didn't specify which of the several websites you are attempting to access).
