As a side note: I feel that there is a lot of confusion for CAD beginners between parametric CAD modelling and polygonal modeling software. 

The former is engineering-oriented and is mainly used for creating functional 3D models that require exact dimensions (for example tools). Examples of parametric CAD software is FreeCAD, Fusion 360, Creo, Solidworks, CATIA, etc. 

The latter is for aesthetics-oriented and is mainly used for creating 3D models that don't require exact dimensions, usually decorative items. 

I see this confusion very often when someone wants to start learning CAD, so just wanted to leave this comment for future visitors!

I use Blender for modelling, using Exact dimensions as you put it.  Most of my stuff is practical prints, parts that fit together etc.  It is quite possible to do it in Blender.  You just have to learn a suitable workflow.  It also means that manipulating outside meshes is incredibly easier when compared to programs you describe as CAD.

There is a difference between suitability and capability.  Is it easier to get to grips with hard surface technical modelling is something like Fusion, then the answer is yes.  However once you learn the basics and get a handle on how to use Blender you end up with a tool that can do almost anything.  And the best bit is it is 100% free.
