Mini+ Hotend Fan - Voltage Output

Hello Everyone - I have a Mini+ that I purchased new in 2020 that I have had great luck with, however after trying 5.1 I have been having problems with the hotend fan.

That being said - to validate the fan and wiring are ok, I can apply 3.0v to the fan directly to the pins on the connect (unplugged from the control board of course) and the fan spins. At least using just the + / - wires (connecting those wires to battery).

However I cannot get it to pass a fan test on firmware 5.1, 4.4.1, and 4.3.1 (my previously last working revision). Upon testing voltage with the connector plugged in, upon starting the fan test the voltage while plugged in is .194V idle, and then .495V when the test starts, and it drops back to .194V when the fan test fails.

Do I have a buddy board issue? All fuses check continuity and all other functions work.

When applying direct voltage the fan sounds well, no noise internally just the movement of air
