Is this quality level normal?

I'm especially concerned by the poor reproduction of the words in the upper-right corner.

The item is 8 cm long, printed with a Prusa Mini+ using Prusament PETG, sliced with PrusaSlicer's "0.20 mm QUALITY" stock preset (except for Infill 100%)

I don't know, what you try to achieve by not doing or referring to what was suggested, but anyway: All your prints show sings of over extrusion, a problem that is amplified by using 100% infill. Start there, calibrate your extrusion, don't use white PETG (most stringing due to most pigments - see fuchsr's post), don't use black PETG (hardest to see anything especially on pictures). Dry your filament and use default settings. Don't change more than one parameter at once.

PETG does get more stringy; but your print has many other "features" that show improvements are certainly possible.

For example? By the way I'm on EVERYTHING Prusa (printer, filament, slicer, preset, you name it) and with the same calibration-logic I get very clean prints on PLA. Now I know that PLA is way more detailed than PETG, but still... why I get under the standard prints with PETG if virtually nothing changes in my setup?

If you post the project file (zip the prusaslicer 3mf file) someone could print it to compare results...

My guess is that your PETG absorbed too much moisture.

If at first you don't succeed, skydiving is not for you.

As Robin suggested, the best way to get quality advice is to post the zipped up 3mf file, which contains all your settings. It's certainly NOT normal quality, not just the words but also the holes in the left corner, the artifact below 0.2 0.4, etc. I also agree with Robin that my first suspect would be moist filament, which is much more an issue with PETG than PLA. Doesn't matter if it's right out of a sealed bag. You don't know how long it's been sitting on a distributor's shelf. On top, white is the color most likely to cause issues.

Formerly known on this forum as @fuchsr -- until all hell broke loose with the forum software...

Pretty much what @fuchsr pointed out; the lettering on the upper right, the distortion on the bottom mid-left, the hole features on the upper left.

Regarding the PETG: Looks much better already but still has some issues I think. The surface quality can be better. Not sure what it is, based on that small image. Either slight overextrusion, printing too hot or too fast or not enough cooling.

Oh come on, the dots' quality is literally the same, the only difference is the font used for the words. Having said that, to me it's just placebo effect at this point

I am not looking at the dots, I am looking at the general surface and surface artifacts. If you want to improve your print quality have a look at Robin's post. No one is forcing you to anything, we are just giving advice after you asked for it.
