Discolouration on heatsink
I just noticed this white discolouration on my hotend heatsink. I did recently have the hotend apart and did not replace/put any thermal paste on when I put it back together. I suppose I'm looking to confirm that the lack of thermal paste is my problem, or if I've stumbled into a different problem. The printer seems to be operating fine and I usually just print PLA, very occasionally PETG.

That's just dust.
Not too much of an issue, you should be fine.

I agree, dust, just brush it off. The lack of thermal paste will insulate the heat break rather than transfer heat to the heat sink. You may want to redo it and add the thermal paste as it could result in heat creep causing your printer to clog.
