Uneven flow rate causing "seams"
Newer to 3d printing, just started within the last year, but I've been having issues with what I thought were seams, but now appears to be hitches caused by uneven flow rates. I've tried adjusting settings to wall perimeters and speed for those areas that I can, but I can't seem to get it to even out, even if it's on a flat vertical wall.
Below is an example of a print I'm having these issues with. These differences in flow rates also seem to stagger up a sloped incline as well. Any help is appreciated.

Yeah, scarf seams… Last year's fad. Never really did anything for me than to create what looks like two smaller but still prominent seams
