First layer prints fine, second one not - only with one filament

I'm printing PLA with 215°C / 50°C. Played around with the temperatures, but that didn't help.

With other filaments the same print works fine. I also had some successful prints with this one, but it had been a while.

All my filaments are stored under the same conditions (w/o dryer). 

Any ideas?

The fact that, everything else being the same, the issue happens with only one filament points to this spool of filament as the 'guilty' part.

Is this one a different brand from the others ?. Maybe it has been stored without drying for a longer time ?. For that picture it looks as if there were intermittent under-extrusion issues, but with less than two layers printed it's difficult to assess other problemss (moisture specially.)

The first layer is printed slowly, the second layer the speed ramps up considerably, volumetric flow increases. Anything that restricts flow can cause what you are seeing. Some filaments need higher temps for higher flows, some filaments just don't flow well. If changing filament solves the issue, you might verify the filament is in fact PLA, and not PETG or something else. Another place to check is make sure the extruder idler tension is adequate for the filament. Some filaments are pretty hard and will skip if printed too fast, the extruder teeth just don't 'catch' well (old and brittle PLA will do this).
