My part is not clean

Im printing a small part 17mm long 5mm wide 15mm tall.   Im using PET  with a .3 tip.   no matter with quility i make it in it still comes out rough looking.     can i get help on this.    steve

Do you have any idea why it would be printing  this way, it's also very stringy.

You indicated PET, assume you mean PETG? Looks like your filament is ‘wet", it has absorbed too much moisture.  there are a number of ways it can be dried out, from  commercial dry boxes which can range from 30-100 dollars, dyi dry box with silica desicant, old food dehydrator, I have even seen folks stick in an oven at very low temperature (100degrees)for an hour or so.

What size nozzle should I use for a small part like this, can I have your suggestion.

PETG can make a mess  when it’s wet. Your nozzle size is probably fine, although I have never used anything smaller than a #4, and have printed lots of objects even smaller than yours ( tiny 3 mm button plugs for the prusa enclosure) dry that filament out and give it another try.

I have a dryer just never thought to use it.

Make drying your new religion.  If you can, dry after every print and store ziplocked with dessicant.  If it's been more than a couple of months since last time you used it  - dry again before printing.

What size nozzle should I use for a small part like this, can I have your suggestion.

Unless the tolerances are particularly tricky 0.4 should be fine.
