Re-downloading AND then a full refresh (windows ctrl-F5) worked for me. Something is definitely not working as required here.

Sometimes just refreshing the page (several times!) shows the star outlines for the rating, so there is more to "just re-download". Even if this is made to "protect" the ratings, it would be great if something like "You need to download the model before you can rate it" should be on the "Add a make" dialog, i.e. I don't have to upload all images/GCode, etc. just to find out that I cannot rate the model!

CTRL-SHFT-R on linux works for me, without redownloading.
