Filament "snaps" when I try to bend it quickly

Some of my filament just bends, other filament snaps and breaks.

What is indicated - too much moisture, too dry? Something else?

What is the impact on the printing process?

Mk3 - 1X
Mk3S - 2X
2021 Hyundai Palisade

I think it only indicates the brittleness (is that a word?) of the filament. For example, generally transparent PETG is more brittle than opaque PETG (but I don't know why, I am NOT a materials engineer).

If moisture content is relevant, I would GUESS that it would be more brittle when very dry.
