Change layer thickness, change Z height (offset)?

Thanks to the experienced users who have answered my newb questions! I'll try to word this question to help others (if this makes any sense).

So, my first print with a 0.4mm nozzle at 0.3 layer height using PETG and I get bad layer adhesion. A layer height of 0.2mm worked fine, so I just changed my first layer height in PrusaSlicer to 0.2mm. This gave me a good first layer. My Live Z on the Prusa I3 MK3 is set to give a good 0.2mm first layer with PETG.

The question: When raising layer heights, should you in PrusaSlicer give a corresponding negative Z offset in the printer settings? Say I go from 0.2mm to a 0.3mm layer height, I put in a negative 0.1mm Z Offset in PrusaSlicer?

I want to get a handle on this before I get larger nozzles and increase the layer height even more.

No. Basically just leave that first layer height at 0.2 and set the rest to whatever you need/want. Or go to town and use variable layer heights for the rest. 

One of the main reasons the first layer has its own height setting in to give you a consistent basis to print from.
