Can wet filament lead to a clog?

I have heard that it can btu zI cannot find anything definitive.  I know it causes stringing.  

Back story:  My Mini+ developed a clog.  I could not get it cleared.  I switched filaments and could not get it to purge the partial clog.  I used a tungsten rod to purge the filament.  I replaced the nozzle and it started ok and about 1/2 way thought the print, it clogged again.  

I purged the nozzle again and changed filaments.  Now, it printed fine with a different filament.  

I looked at the under extrusion that printed and failed just before it clogged and noticed from stringing.  The filament might be hydrated.  If it is, could that have caused the clog?  Several hours of google searches revealed conflicting information.  Anyone else had this issue?  I was printing the the Prusa Silver PLA.  Not Galaxy, just silver.  

I think the answer is yes.

I've had some nasty filament that caused extruder issues. While I didn't have a full clog, the uneven filament could certainly contribute, especially if crud starts to build up around the nozzle. I can also see a feed problem if the extruder gears can't engage properly.

Thanks.  It was either a bad roll of Prusa filament or just the hydration.  It was definitely the filament in one way or another.  I got the filament with a printer I bought off eBay.  I am wondering if this stuff it the reasons he guy sold the printer.

I'll say this. Wet filament is brittle.  I mean really wet.  I thought I was clever with my first downrigger release clip design - I modeled a 1.82mm hole as the pivot and used filament as the pin. Worked great until I threw it in the water to try and drag a ball down to 120 feet depth.  Within 10 minutes, the pin would break- every time.  Absorbs water, then becomes hard- brittle.  Maybe that is the clog problem - hardened brittle filament?

I am going to confirm it.  The roll that failed is in my dehydrator.  I am going to put it in there for 24 hours and try to print it again.
