Why does it seem to ignore my blocked supports?

All the enforcer/blocker is doing is marking facets on the model that need/shouldnt have support.  Once thats done the support algorithm takes over and generates whatever it 'thinks' is needed for the facets you have marked at needing support.  If that happens to put support BELOW and area marked as not needing support then it doesnt care.  The facet of the model marked with a blocker doesnt have any directly supporting it does it.   Because enforcers seem to have higher priority to blockers and with support generation as it is in 2.3 the supports WILL grow aggressively out to what it thinks it needs for the enforced areas.  You can make your enforced area smaller to bring it in but its a trial/error/experience game as as to how far you need to go to get the result you want.    The wider you support pattern the more they will spread out too.  In this case I think you will have to make the support pattern spacing under 2mm (1mm seems to give a reasonable contact area) to get a reasonable result.

Hopefully 2.4 should have a whole bunch of support changes in it that will stop this sort of thing.

ps a contact distance of 0.1 is going to make support removal difficult.

Simply go to: Printer settings>Support material>Options for support material and raft > XY separation between an object and it support: and change the number in the box to 2mm, when the dialogue appears select (No) and it will apply the supports as you desired. with a 2mm separation between the object wall and the supports.
