Challenge with my mini  

The stringing and surface irregularities suggest you are using damp filament, look up threads here about drying it.  Otherwise it's not obvious what your issues are...

Perhaps you could explain..?

It only occurs on one side and not uniformly. I purchased the machine used off of eBay from a guy that was using it in a print farm. The packaging was horrible and the machine was damaged. I have since rebuilt it and performed all the alignments, but still on this one side I have challenges any thoughts?

If you rotate the print on the bed do the issues turn with the part or remain with respect to the printer?

Can you please show a photo of the effect you mean on your prints. I own a Mini and what I can say, part cooling on the Mini is far away from optimum. So if a part shows quality issues, they are normaly on the front side of the building plate (where part cooling is much lower and not working that good).
