I can change infill, outlines, speed, retraction in S3d per layer height rather easily and is the only reason I still love that software.

Cura, uses these support blockers that are cumbersome to manipulate.

How does Prusaslicer allow for this if at all?  I can't stand Cura's UI and want to find a new home.

Purse slicer uses modifiers. These are available as either modifier meshes or as layer height modifiers. Not all settings are available though and they sometimes behave in ways you would t expect due to how they are implemented.
Right click a Object and you should find the option. Adding further ones though has to be done in the right hand tree panel uses the little plus icon on the first height range modifier for some bizarre reason.
I think there’s an article on the Prusa slicer knowledge base about them and there plenty of threads on the forum about them.
