Can the vector image be given a thickness to create a 3D model?

I am not familiar with that software, however I frequently use SVG images (Vector Images) to create 3D files

I use Inkscape to convert Jpg's to vector graphics, and then export as SVG, (Often this needs simplifying, to smooth the transitions on the perimeters.

I then import the SVG to my 3D modelling program and adjust the Z heights to suit my needs

My computer will not run inkscape. I need to update my OS system, I did hear good things about Inkscape. Thanks.
