Extrusion starts and stops too late

My Prusa Mini+ recently started having an issue where filament keeps oozing out of the extruder while it is moving to a new print location, and then it takes a while for new filament to come out when it continues printing. The photo below illustrates the issue, especially the circle in the lower right: The extra line inside the circle is the oozed filament that got stuck on the heatbed. You can see that the circle's outline is thinner on the left from when it just started printing in this location. (It  went around the circle twice, and in the first round no filament came out for a while, so the thin part has only one layer of filament.)

I'm using Prusament PLA with default printer settings. My printer is unmodified and only 3 months old. I'm using Prusa Slicer with default settings for Prusament PLA.

I'd really appreciate any help with debugging this issue!

That looks like damp filament.  Water boiling off in the nozzle messes with the internal pressures so try drying your filament, there are several threads about it here.

Thank you, I think that might be it! I pre-heated my printer to 215 degrees (PLA) and manually extruded some of the yellow filament I used for the above print. And indeed, I heard the characteristic popping and observed bubbles in the extruded filament. Just ordered a filament dryer, which will hopefully solve the issue.
