Unable to reload:
Right click "Reload from disk" - This has for some reason never worked for me, I found very little info on this specific issue, only a handful hits on the interwebs.. It's strange because the path it gives me is correct, the file is there, hard drive is working and I can reimport it just fine..
RE: Unable to reload:
What OS are you running on? I've only ever encountered this when I renamed the STL file. I think you checked that based on your comments. Is there anything different about where you're storing your models, like on a NAS or cloud service that might make it dynamically load instead of being instantly available? Just throwing out ideas...

RE: Unable to reload:
- Open [projectfile.3mf] in PS
- Import an [example.stl] file into PS project. It's a cube.
- Open [example.stl] file in F360 to add a hat on top of the cube. Export model as [example.stl]
- In PS rightclick on [example.stl], reload from disk.
- Cube now has a hat on it.
¯\_(ツ)_/¯

Hmm, this has strangely started to work now, I didn't even change anything 😛
Both very nice and annoying at the same time.....
