You can add many Height range modifiers. you have to set the range after you add the modifier. the one that is in your image is at the default(very bottom layer) .I did very specifically mention that you will have to add the (height range modifier) speed change either before or after the color change in the GUI. Try one or the other and see if it helps you.

wasn't feeling this user was ready for custom G-code, I was trying for GUI use, but I could be wrong. so krishna if what ringarn67 shows you is understandable to you its a good way also.
