Scaling of certain areas only

Is there a way to scale certain areas only? If I scale a model on the z-axis - the whole z-axis is scaled. I would like scale a certain area - i.e. the middle section of the model an keep the original dimensions of the top and lower secions.

Is this possible on the current PrusaSlicer or any other slicer out there?

That is a function of cad software and not a slicer. If you want to do that sort of stuff then you should really learn some form of cad program. 
You could spend lots of time using the cut and export function to generate 3 separate stl files, which you could then theoretically import back in as parts and scale a part. However lining everything up and actually doing it would probably take as much time as learning how to do it in cad.  The actual operation in cad would probably only take minutes once you know how to do it.

Only 2 minutes to do after who knows how many days and weeks of learning how to use the CAD program.

Since you can select a range of layers, it makes sense to me that all of the operators could be constrained to the selected layers.

Yes, trivially easy to implement; of course the part would then fall apart at those layers but that, presumably, is irrelevant.

Kind of.  I lengthened a part in Prusaslicer by cutting it into 3 sections, scaling the center section, then rejoining the sections.  I had to eyeball it a little, but was able to line them up well within the resolution of any printed job.  I could have used Fusion CAD but this was quicker.
