PS on extruder does not heat up, and strange behaviour of infill

I have some trouble with an object which is to be printed with dual extrusion (PLA on extr1 and PVA on extr2). There are 2 problems:
1. It is printed with both extruders, but extr2 does not heat up. The temp for PVA is 210C, and there is no hardware problem with the extruder. What is wrong in my settings so that ext2 is selected but receives no command to heat up at the beginning of layer 27 (see project file)
2. The infill of the cylinder (see image) should be all 25%, as set for the entire object. However the left side shows solid infill as if it was approaching a horizontal shell, which is not the case.

RE: PS one extruder does not heat up, and strange behaviour of infill (partly solved)
My second question about the spontaneous solid infill appeared to be caused by the setting solid-infill-treshold-area. This was default set to 70mm2. I was not aware of the existence of this setting. After reducing the pct to 10mm2 all internal space was nicely filled with the correct infill.
