PETG printing poorly - need help tuning settings

I've been tinkering a lot with my PETG print settings just to get things to stick to the bed and not get caught on the nozzle. Now I'm able to print things, but the quality isn't great. I get these little bumps or patches of odd texture. When I printed a benchy, the whole front of the hull somehow collapsed in on itself. I don't know what settings could be causing this. Any help is appreciated. I am printing Overture PETG on a fairly modified Ender 3 v2 running Klipper firmware. I've attached photos of the quality issues described. I tried to upload my printer profile from Prusaslicer but it won't let me attach .ini files, so let me know if I'm supposed to do it a different way or if any more information is needed.
