Maybe this is a design issue and not a slicer issue, but I am new and don't know.  I made this in TinkerCAD today.  As you can see in the one photo the disc on the bottom is not smooth like a true bottom or perimeter might be.  The top of the disc inside is flat as expected, but I assume it is because it is printing on top.  Whereas the bottom is being made up of connections being strung from side to side first.  In Prusaslicer, the bottom of the disc is seen as Bridge Infill and the top is seen as Top solid infill.   There is a warning in slicer as well about Long bridging extrusions, which I also assume is what these are.   So my question is, how do I fix this in the slicer?  If it is not a slicer issue, any idea how I can correct it in my design?

This could be optimized for 3D printing. So it's more a disign issue, than a slicer issue. 

If you do not want to redesign you could just use supports. After removal of the supports and some cleanup, it will look better than it does in your picture. If you do not want the visible markings of the supports at that surface you could tilt the whole thing and print it balancing on the edge and have the supports on a part of the side surface.

Another option would be to cut the thing right through the bottom wall and print it in two parts and glue it together.

Both can easily be done in slicer - atache a ziped version of your slicer project if you want help with that.

Finally you could redesign. Is the protruing edge necessary? If so, could you add a chamfer to reduce the bridging distance? There are a lot of tips and tricks out there regarding 3d-printer friendly design...
