How do I get "Overhang perimeter" to print after "External Perimeter"?

I'm trying to design a case that has a hard case but then some soft padding to create a cushion for the object it holds.

An example is https://www.printables.com/model/314127-etrog-glove.

I was inspired by https://www.printables.com/model/119009-the-hairy-lion, but I don't have a way to make an external wall that can be later discarded as is used in the hairy lion, so I just loop away from the wall and then back.

This worked well enough on my mini+, but I just upgraded to the Mk. 4 and the filament isn't attaching as well.

When I look at the preview is PrusaSlicer, I see that the loops for the cushion are categorized as "overhang perimeter" and print *after* the external perimeter, so they essentially start off in mid-air, rather than attached to the wall.

Is there a way to get PrusaSlicer to print the loops (overhang perimeter) last, or at least after the external perimeters?
