Is there a way to copy custom filament settings from one computer to another?

Yes.  File>export>export configuration bundle. Then on the other computer import the bundle using the import configuration bundle option. 
A configuration bundle contains all custom profiles. It does not contain any of the system profiles installed by the wizard though. So you still have to run through the wizard on the new machine to get all the standard stuff. 
Getting into the habit of saving bundles is a good way to back up your custom stuff too in case of computer problems.

Open Cura on the old computer: Select Preferences > Materials.Find your custom filament, then select Export to save it as a .xml.fdm_material file.Copy this file to a USB drive or cloud storage service (Google Drive, OneDrive...)
