This is under Filaments -> Advanced -> Max volumetric speed. Adjusting this number depends on a various factors such as the filament type, printing temperature, nozzle diameter, nozzle type and in some cases even color. For TPU, I would just keep this number reasonably low. Also for TPU, as @foxrun3d pointed out, it must be dried before use. TPU is a water sponge.

As you your question. I generally print TPU with a 0.6mm non high-flow nozzle and .32mm layer height. With a print speed of 20-40mm/s, if we take the middle 30mm/s, this equates to a volumetric flow rate of 6.5 mm^3/s (30 mm/s * 0.68mm * 0.32mm) For a 0.4m nozzle with 0.2mm layer height this comes out to around 3mm^3/s (30 * 0.45 * 0.2)

Bottom line though, is you don't need to (and shouldn't) print TPU fast. You also don't (and shouldn't) use a HF nozzle since if it clogs it's a PITA to unclog. Also, there is no benefit to printing TPU fast. Nor do you need detail for TPU so you can keep the layer lines large.

Start with the Generic Flex profile. For a 0.4mm nozzle this should set the flow rate to 2.5mm^3/s which is good enough.
