dots along layers

Nozzle: 0.4mm
Print Settings: 0.15mm Quality
Filament: Prusament PLA

I am trying to print the test file and there are 1 dots along each layer.
The problem is the dots caused the circles to stick to each other.
Is there any setting to minimize the dots?
I tried adjusting some settings but it does not work:
Retraction Length: From 3.2mm to 3.7mm
Wipe while retracting: From Yes to No

Another view of the dots.
I belive this happen when the nozzle "change lane".
