Decreasing layer height eliminates supports

I have a part which prints perfect when using a layer height 0f 0.2mm. Now I want to print this part on 0.12mm layer height and all I do is change the setting for layer height. I leave everything else the same, including first layer height (which I leave at 0.2mm). But now when I slice it, it removes support for most of the print which makes it impossible for me to print the part. I've tried drawing in supports but that creates supports that don't really support the print at all.

Here it is sliced at 0.20mm layer height, support is good:

And here it is, sliced at 0.12mm, really no support at all:

Of course that will just result in spaghetti...

When I use paint on support, it looks like it generates proper support, but it really is a hit & miss. I need to constantly adjust the paint on support slightly until I get supports that actually supports the print... For instance, on my first try, I go this as supports. That doesn't support the print at all.

So why does changing the layer height so drastically change the supports?
