Overcooked Filament?

I discovered this morning that dryer that I put an almost full spool or Prusament PETG last night was set for 65 degrees C (for a previous spool of TPU). 

Did I just waste an almost full spool?

Unless you see obvious signs of melting you are probably OK. I've dried PETG at that temp without causing it any harm.

As long as you stay below the glass transition temperature for a filament you should be OK.  For PETG this is roughly 80°C but it varies slightly depending on manufacturer, glycol percentage and pigment type - so as long as your dryer is reporting temperature correctly and remaining stable (some hunt up and down around the target value) - you are safe.
