Thanks for the follow-up! Its concerning that the replacement bearings were also defective :/
I recall when I was assembling the printer that a lot of the bearings looked "bad". They seem to have some rust marks or usage marks. I now regret not checking them all individually before assembly.
I wonder if this is also another cause for people having VFAs, since the "clicks" and changes in resistance that bad bearings cause can propagate trough the whole belt.
I may do the same thing you did and replace them all, just to be safe that they are not introducing extra noise.
