First layer under supports

Hi,

I think I know the answer to this question, but I don't know how to fix it. I am always getting a bit of a different look when printing the first layer on top of supports. I have an offset in this print, and I am using HIPS supports under ASA. Does this pic indicate sagging between support lines? 
Is a step like you see in this pic still considered a first layer in Prusa Slicer? If so, should the first layer temp be reduced to stop the sag and will that cause a poor adhesion on the bed if I do this?

Hi,

 

I didnt Print with hips and asa. If the binding between those two isnt too strong you could increase Support Material densitiy and Set the distance (z) between Support and object to Zero
