Perfect round circle/hole on vertical wall

I am printing a 20x20x20 mm test block with 4mm hole in diameter on each side. The top and bottom circle is OK but all the holes on side wall become oval. Any ideas to improve the print quality on the side wall?

Using i3 M2, Slic3r
using PLA ,0.2 mm Z resolution with default setting and no support material
belts on X and Y axis are tight

try to increase Perimeter from defalt 2 to 4.
