Odd blower fan problem

I was trying to print a PETG benchy and the print cam out pretty bad at the front. It looked like a cooling problem to me, so I took a quick look at the nozzle blower fan (big radial one).
When I turned it on using the controller, it didn't feel like it was pushing out a lot of air. When I turned it off it also stopped spinning pretty quickly, as if there was too much friction.
I unbolted the fan to take a closer look, but when I turned it on it started working great, pushing out tons of air. No matter how much I turned the fan sideways, upside down, put a bit of pressure on various parts of it, I couldn't reproduce the slower RPMs or the slight buzzing noise.
As soon as I move the blower back into position on the extruded though, it started acting up again. This is without being fully inserted into the fan duct or attached to the extruded body by anything, so nothing should be putting any pressure on the fan.

Is this a sign of a dying fan, or is there something that's messing with the magnets in it somehow?

Follow up in case anyone has a similar problem:
The fan was dying, I installed a new one and it blows air much better when mounted to the extruded.
Here's a picture of the benchy with the new fan (left) vs old (right)
