Strange anomalies in first layers of prints

Over the last few weeks I have noticed some strange anomalies occurring in the first few layers of every print. Initially I just chalked it up to bad spot in the filament, design flaw, bad adhesion is a spot due to bed not clean, etc... Then I started to notice it was occurring in all prints and it always has the same appearance. So I started playing around with different STL models, starting them far left on bed, far right on the bed, front, etc to see if it was a specific spot on the bed - it made no difference the strange areas kept appearing. Its like it is leaving specific little voids here and there.
As I have mentioned, I have tried different filaments, different models, different placement on the bed. It seems to mostly affect the first few layers, although much lighter, but similar, markings can be seen on the top layer as well.
I thought maybe it could be due to worn/sloppy bearings, loose zip ties on the Y carriage bearings, etc - but I just replaced all of the bearings and rods with Misumi and still see the sane problem.
In the attached images the black fidget was done pre-bearing swap about 2 weeks ago - the blue one is from last after the bearing/rod swap.
I have also played around with live adjust and bed correction but first layer adhesion is not really a problem.
Could it be a stepper motor acting strange, one of the screws, etc.. ?
Any ideas would be much appreciated!

What slicer did you use? Did you try other slicers? Did you try other configuration preset in the slicer?

That looks like my first time with transparent blue PETG.
I would check the temperature (yours might be too low) and lower the Live-Z value. Your layer looks like it is printing too high.
If it really is PETG, the nozzle temp has to be around 230-235 and the bed at 80-90.
