I posted my findings (not solution) on Czech forum, now I will wait, what J. Prusa thinks about it. In my case, I think problem is power related. I have temp drops only when printing certain types of objects/settings, but similar to you, it starts on second layer, when print fan starts working. I have bigger drops when printing 0.25 layer than 0.2 layer settings and when I stop printer while printing, temperature start raising immediatelly to 210 even when print fan still running at same speed.
For now I simply dropped percentage on fan power in Slic3r filament settings, but I still dont know if this behaviour is normal or not.

Hi, I'm having the same problem with temperature decreasing from 210 to 190 when printing PLA. I didn't notice it on ABS but I've only printed the Prusa logo (new owner) on ABS so it might have been related to the Slic3r... As instructed here, i used the Tune option to reduce the fan speed and that got the temp back up around 210. On my next print I'll try changing the fan speed in the Slic3r settings as mentioned here and see if that helps. I am on the very latest firmware (downloaded yesterday).

ABS is not problem, because print fan (big one) is off during ABS prints (print fan is meant for PLA)

I replaced heater and now its OK.

roman.t is right, some cartridges were lower powered.
If you have the same issue with printer not being able to hold the temperature while print fan is on, send us an email or contact us on livechat, you will get replacement parts.
We are now in the process of implementing the test process for all components for every kit. See one of the attached internal test protocols.
