Slic3r Skirt Speed

Hi all,
I'm new here but having recently received a mk3 I've been playing with some calibration models and settings. Prusa Control was great to get the first few prints but I'm looking at creating profiles in Slic3r now. Something that I've found a few times is that the printer starts very quickly and can drag the first layer of the skirt or part around the bed. That messes up the print but if I slow down the first layer it is massively improved. Initially I was doing that via the dial on the printer but I've set the first layer speed down in Slic3r now instead. The problem is that the skirt is still quite fast and I don't know where the setting is for that in the software.
Is it considered to be a perimeter, support etc.

Does anyone already know?

http://gcode.ws/ says to me that skirt is at the same speed as the whole first layer. I use 22mm/s.
