IceSL: Free Slicer that lets set print parameters by Z values
Hi All,
I came across IceSL which is free and let you set different print settings such as speed and shells by the Z value.
Here is more info if you are interested:

Slic3r also has this. Double-click the object, and add a "Modifier" (STL file) or "generic" (primitive shape) to specify the region, and then click "+" in the "Part Settings" to override print parameters in that region. You can also do variable layer height in the "Layers" screen.
Slic3r lets you change almost any print parameter in any specified region of the print. It's a really powerful tool and worth learning how to use.
