Print quality issues

I printed two models, completely the same, as you can see in the image provided, white one is printed with fillamentum PLA and the black one is printed with black prusa PLA.
Both of the models were printed using the same gcode sliced with prusa3d sli3er mk3 with basic fast settings, layer height 0.35mm, only thing i tweaked is increased temperature to 220 and starting point put to random.
Both prints are not good, and what is troubling me is that errors are on the same places in both models. How is this possible and what is generating those errors?
I know that dots are random strating points and this is ok, but why are there those imperfections throughout the model.

Are you sure that the layer height was 0.35?
IMO it's way to much.

Yes, 0.35mm, it is the FAST option in prusa mk3 slicer

Is it definitely 0.35?

My MK3 FAST is 0.2 and the printer max is set at 0.25 layer height limit.
