Help calibrating first layer

I just got my MK3 and I manged to print a Benchy and a few other bits and pieces. Everything after started happening after I switched to PETG from Matterhackers I did a cold pull to remove the PLA and put in the PETG I did a pretty large and long print that went fine but I noticed that the nozzle and heat block was caked in plastic. I switched back to PLA and ended up with an unsuccessful cold pull on the PETG.

After that the first layers on certain parts of the print bed wouldn't even lay down and would get attached to the nozzle. I also noticed that the first layers have some rough texture with wisps of plastic attached to them and I can't seem to get the Live Z correct I can post a picture of the calibration print if that would help. I tried printing this this file and the print skirt doesn't stay down and gets ripped up by the nozzle on some corners and there's a part of the square where the print nozzle can be seen to leave a circle.

On a slightly related note when the printer does the mesh bed leveling should the nozzle touch the print bed?

The nozzle shouldnt touch the print bed with the bed mesh leveling...

You should calibrate Z again.... I think those cold pulls might been to rough and something is off.

Why do you cold pull the filament if there isnt any problem?? you should be able to switch from PLA to PET without cold pulling, or at least cold pull at higher temperatures than people normally cold pull so you wont need that much force.

Calibrate Z (the calibration that takes aprox. 12 min) and let us know how it goes....

If the nozzle catches the paper while doing the calibration you need to re-adjust the PINDA probe.
