Can't adjust Flow
In the menu, I navigate to Tune > Flow and adjust the value to eg. 90 but nothing happens. I go back to the main screen and it still says >>100. Going back to Tune > Flow still has the value set earlier (90).. Am I missing something? Does Slic3r even have a flow adjustment? Extrusion multiplier?

Which firmware are you using? 3.1.3 includes a fix: "Fixed flow setting from LCD menu and flow rate fix – extrusion multiplier was always set to 100%"

the value on the main screen is feed rate, or Print Speed!
