Trouble with printer layers

So I am having some weird trouble. The latest prints that I did it seems like not enough filament came through.

I have been printing this weekend, and everything came out fine, However the last prints appeared like images. I am printing them at .2mm and 15% infill. Which is how I have been printing everything.

The only thing that I am wondering about that seemed off, is that when I changed the filament, not as much came through as what I would normally expect. So I am not sure if there is an issue with the nozzle and how to trouble shoot it.

A partially plugged nozzle would explain the Layer 1 fill ...

And the top surfaces look like you didn't use the 'use extra perimeters when needed' option, and have gaps where the print resolution is too low to give full coverage..

Check the manual - it describes methods to clean a plugged nozzle. Look for COLD PULL.

The perimeter setting is in Slic3r PE, Print Settings tab, Layer and perimeters.
