Repeated print failures

What causes the failure shown in the photo? Adhesion seems good. It looks like the print head is plowing into previous layers. It happens over and over. Sometimes it will print fine. The failures are with Overture PLA. Prusa PETG worked fine.

The nozzle is too low, so it plows through the filament. You have to calibrate the first layer. 
Use life-Z calibration and bring it up 0,1 mm or so (100 um on the display.) and check again. 
 
For that I use a larger square stl model . Something like this: https://www.printables.com/model/792037-first-layer-02mm  
So you have a good view on how the layer is printed. (smaller models are hidden underneath the extruder). 
Search a bit on this forum. There are very good threads on how to do this really fine. 

PS: Every filament has its own specific height. This is because of the specific physical properties of every type of element: 
- PLA has a good adhesion to the plate, so it is kind of "pressed on the plate, like "spreading butter unto bread" 
- PETG has less good adhesion. If it is pressed on the plate, if will not stick and the nozzle drags it into a big blob. 
PETG has to be printed a bit higher. No spreading, but more like spraying syrup (toothpast). It is pushed out of the nozzle, falls a bit down, cools on the plate and sticks there. 
The difference is about 0,2mm. That is why, there is a specific setting for every type of filament.

Looks like there's more going on. The nozzle does look too low but then OP should see the same issues (or more) with PETG, which OP said s/he didn't. Regardless, it certainly would be useful to see a first layer calibration but not just the tiny square from the inbuilt method but something like https://www.prusaprinters.org/prints/105404 or similar.

From the picture, it also looks like the right side is better than the left. So just a couple more thoughts:

Is the bed level? 

Is the PINDA secure in its holder?

What are we seeing on the picture, is that first layer only on the right and a second layer somewhat loosely applied onto the first layer on the left side? If so, I am with fuchsr, there is more going on. It looks like the first layer is just a bit on the low side and not the real problem. Since you did not have problems printing PETG I doubt it's a physical problem with your printer (unless you encounter the same problems now when printing PETG again). That leaves your slicer settings as the source of the problem. Could you save the slicer project and zip-compress the resutling 3mf and postthe zipped file with the "Attach file" button. The file contains all settings and your model.
