RE: Problem with printing quality
That is quite normal with overhanging geometry. You are printing layers that barely connect to the ones below so they 'sag' slightly. Its normal to enable support in such areas but even then the surface will not be anywhere near as good as the top as there is a gap between the layers and the support so the layers aren't squished onto the lower layer like they are for normal printing. If there wasn't a gap the supports would be very difficult to remove.
This is why designing objects with 3d printing in mind is so important. You have to take the limitations of the technology into account. Instead of fillets on bottom edges its better to use chamfers for example as they will print better.
