Print Holes and Marks After Z-Seam

Hello all, hope you will be able to help me with two issues today.

I have been suffering issues with holes in my 3D prints. Assuming it was moisture affecting the filament as I heard popping sounds, I resorted to drying filament and even buying fresh spools and I still get the same issue.

I then attempted to reduce the retraction distance, which seems to deal with the holes/pocks/zits or whatever you wish to call them (below 0.8mm retraction length). However it causes mysterious marking after the z-seam is made, especially when a more transparent filament is used such as Azure Blue Prusament. As the print progresses little pin holes occasionally begin to appear on the print along with some blobs. It seems when the wipe after retract is finished a tiny blob remains.

Has anyone else experienced this kind of issue in the past? Please get in touch and provide your wisdom. Thank you.

Notes:

Printers = Prusa MK3S+ and Prusa MK3S with some + parts.

Retraction Length - 0.1mm to 0.8mm = Ugly marks after z-seam especially on Prusament Azure Blue including little holes and blobs appearing on other PLA brands. The lower the retraction the worse it gets.

Retraction Length - 0.8mm to 1mm = Still some marks after z-seam and holes appear on the infill, inner perimeters and outer perimeters.

Retraction Length - 1mm to 1.4mm = Holes but no ugly marks after z-seam.

Retraction speed = 35mm/s, everything else is default. Seam is set to aligned. 

Temperatures used: 200, 205, 210, 215, 220, 225 degrees.

Extrusion multiplier has been tested from ranges of .09 to 1.1 along with Flow settings. It only causes other quality issues.

Nozzle-X and E3D Brass 0.4mm tried with same results.

Filaments used: Ooznest, Prusament, ICE Filaments, 3DJake EcoPLA, ESUN, Polyterra, EONO.

Even fresh filament out of the box has had the same issue. Oven dried filaments at 40 to 45 degrees in an oven for several hours. Used a filament dryer for several days. Still the same result.

PTFE tubes replaced.

Several cold pulls.

Extruder doors end screw sticks out 1mm from nut.

Model was repaired in Netfabb.

Belt values are below 275.

Extruder gear has slipped in the past on the older MK3S but I have replaced the grub screw.
