I recently had this develop on 2 printers; Things weren't sticking and after doing all the usual things to make sure it wasnt a dirty bed (dawn + hot water wash, very clean with 99% IPA) I just started lowering my Z height and by the time I got a consistent perimeter to stick my first layer infill is way too low. Has anyone else experienced this and what should I look at to correct it? Once I got the layer low enough the prints are fine even though they have significant elephants foot and bad surface on the first layer.
One printer is running the revoV6 and the other has a .8mm CHT but are stock otherwise. printing with PLA on the smooth bed

I would recommend posting some pictures and perhaps a zipped .3mf so folks can fully see what you're talking about.

It happens at all default settings with all prints. Picture attached of what the issue looks like. If I let it complete the first layer looks good minus the perimeter. If I drop it down enough that the perimeter sticks then the first layer clearly shows the signs it is too low.
currently have it being a problem on 2 of my 3 printers and am testing techniques to refresh the print bed on one of them

I'm not sure. The scrubbing with hot water and dawn usually does the trick for me. Your saying it's only perimeters? I've only printed with a .4mm nozzle but maybe you could post a zipped .3mf file so folks could check your extrusion widths, temps, etc.
There are still smears visible on your print sheet.

Have you tried slowing your speeds way down for first layer perimeters? Try manually dropping prints to 50% while the perimeters are going. Then bump up speeds for infill if desired. I have a similar issue when using a textured sheet and PLA for short perimeters (detailed inlays). Lowering live-z, slowing speeds and having a super clean sheet are what help me best.

Forgot I posted this. Thought I would come back and say this was a filament issue. Somehow when printing rolls of it in a row it left a film on the sheet that wouldn't come off without acetone or a scrub brush
No one else I know has had it with this filament but no one else was running it constantly in a production environment so who knows
