In regard to the shower rose I didn’t download load the file but it appears to be two parts. The rose probably should be with the inlet facing the print bed to get a hollow enclosure. The holes will print but not as well as if the holes were facing the print bed. As for the arm it appears to be hexagonal so would print on one of those faces. As a point the arm should be printed so the layers run lengthways to prevent it tending to split in cross section.
Personally I wouldn’t print this type of object as it might tend to waterlog after a while and there is a potential for fungus or bacteria buildup.

No. For bacteria/fungus, type of filament doesn't matter. What @john-6 probably meant is the construction (design) of the object.
I didn't check this particular "showerhead", but is it easy enough to take it apart and clean it? Over the time calcium & magnesium will deposit inside (how fast, depends on hardness of water in your region) and that's where these little creatures usually reside.
