It seems to.
So, I decided to try some tests. I have recently built an enclosure, the Prusa Ikea enclosure, and this was one of the first prints with that in place. I printed the exact same object with the same gcode and same filament, but taking the enclosure off and I seem to get better results. Still not perfect, but better.
FYI, this is Inland White PLA. I have used it for several small prints before and it was fine, however, I don't know that I was looking as closely and I didn't have a tall, curved surface on any previous prints.
My theories at this point are:
1) Enclosure is causing a heat problem with PLA (unlikely, as it seems to raise the internal temperature about 5 C, but possible)
2) The enclosure being a bit unstable is introducing a vibration.
3) The new spool holder that I built for the top of the enclosure is dragging on the filament and causing tension. I know this is happening, as I hear the filament scraping across it, but not sure if that is enough to cause the line problem. I used this one: https://www.thingiverse.com/thing:2479238
4) The hold in the top of the enclosure with the filament guide is causing some tension in the filament as well. Again, not much, but it is there.
I am currently trying a 3rd print of the same item slowing the perimeters down to half speed in Slic3r.
If I had to guess, I think that #3 is the most likely culprit. My next test will be to put the enclosure back on, cut off about 4 meters of filament, leave it off the spool holder completely and try the print again. If that works, then its definitely the spool holder.
Any more advice is greatly appreciated.

so, after some experimentation today, I finally realized something. I have now printed 5 different objects. Yes, they all look similar, but they are different STL files and different gcode. They ALL have the same hard line at the same Z height. What could cause this?
